Permit Applications & Information

All applications along with all required information must emailed to or delivered in person or by mail to 700 Metcalf St. Conroe, TX 77301.

Our department currently utilizes BluePrince software provided by, to manage building inspections within the City Limits of Conroe. Services have been extended to provide contractors with free online access to obtain permits, request inspections, track inspection results, and much more. Visit, to register and learn more about this free service.

Permit fees may be paid online using the PayStar portal located at the top of this page. In addition to the online payment portal, customers may make payment in our office. We accept cash, check, or credit card in our office. Checks must be made payable to City of Conroe.

Adopted Codes

The City of Conroe has adopted the 2009 International Codes with local amendments. In some cases, the State of Texas has adopted newer versions of certain codes and in those instances, The State adopted versions will govern.

Our local amendments can be found online at Municode, Chapter 14, Conroe Code of Ordinances. Recently the Texas Legislature passed H.B. 2439 which preempts some of our local amendments. Please contact the Building Official for specific questions related to H.B. 2439.
