The citizens of Conroe adopted Civil Service in 1991 for Police and Fire employees. This law requires the City to maintain special records, conform to specific notice and testing requirements when hiring and promoting and follow rigorous procedures when disciplining or terminating these classified employees. The Human Resource Director also serves in the role of Civil Service Director to ensure compliance with these specific state statutes, Chapter 143 of the Local Government Code.

All positions are filled through a process of written examinations and physical agility tests.

Local Civil Service Rules

§ 3.03 Minimum Age Requirements. 
(a) A person may not take an entrance examination for a beginning position in the fire department unless the person is at least 18 years of age. 
(b) A person may not take an entrance examination for a beginning position in the police department unless the person is 21 years of age at the time of the examination, or will attain the age of 21 years prior to the scheduled completion of the police academy into which he may be enrolled as a paid recruit.
