Ballot by Mail Application and Information

The eligibility for voting by mail is established by state law.

See instructions on the official application for more details.

To be eligible to vote early by mail in Texas*, your reason for voting by mail must be one of the following:

  • 65 Years of Age or Older on Election Day;
  • Disability, as defined in Texas Election Code Section 82.002(a)**;
  • Confinement for Childbirth (expected to give birth within three weeks before or after Election Day);
  • Expected Absence from the County (on Election Day and during the hours of early voting by personal appearance or the remainder of the early voting period after you submit your application); or
  • Confined in Jail or Involuntary Civil Commitment under Chapter 841 of the Health and Safety Code, but otherwise eligible.
**The Texas Election Code provides the following eligibility for Early Voting by Mail for the reason of disability:
Sec. 82.002 DISABILITY OR CONFINEMENT FOR CHILDBIRTH. (a) A qualified voter is eligible for early voting by mail if the voter:
        (1) has a sickness or physical condition that prevents the voter from appearing at the polling place on election day without a likelihood of needing personal assistance or of injuring the voter's health; or
        (2) is expecting to give birth within three weeks before or after election day.

The application must be submitted by one of the following methods:
  • In Person - The application must be submitted by the applicant. Another person may not deliver your application for you.;
  • Regular Mail;
  • Common or Contract Carrier;
  • Fax* – (936) 788-8340; or
  • Email* – (election.ballot@mctx.org)
*IMPORTANT: For a faxed or emailed application to be effective, the original must also be physically submitted and be received by the Early Voting Clerk not later than the fourth business day after the fax or email is received.

Please note: You must provide your TDL, Personal Identification Number or Election Identification Certificate Number. If you do not have these, you must provide the last four of your SSN.  If you do not remember which one you used when you registered to vote, it is best practice to put both identification numbers to ensure you receive a ballot.
