ADA Complaint Process

Conroe will process and investigate disability complaints alleging discrimination in the fixed route bus service or ADA Complementary Paratransit service under the Americans with Disabilities Act (ADA). Disability complaints alleging discrimination in programs, services or activities may be filed pursuant to the following procedures. 

How to File a Complaint

Any person who believe that he or she has been discriminated against on the bases of disability by Conroe may file an ADA complaint. Conroe will investigate complaints received no more than 180 days after the alleged incident. The complainant should complete the form below and file it with:

Complaint Acceptance

One the complaint is received, Conroe will review it to determine whether the complaint meets the jurisdiction or requirements.  The complainant will receive any notification if the complaint is missing information.

Investigations

Conroe will promptly investigate all complaints of alleged discrimination on the basis of disability in its services and programs. Conroe will process and investigate alleged complaints within 40 days of receiving a complete complaint. Conroe may contact the Complainant if more information is needed to resolve the complaint. Conroe may choose to close the complaint if the requested information is not received in a timely fashion. A complaint can also be administratively closed if the Complainant no longer wishes to pursue the complaint, or if the complainant fails to cooperate in the investigation of the complaint.

Notification of Findings

After the investigation is completed, Conroe will make a final decision and will notify all associated parties of its preliminary findings in a written decision letter.

Right to Appeal

A complainant may appeal a final decision resulting from an ADA investigation by submitting a written appeal to Conroe no later than ten (10) business days after receipt of the final decision letter. The appeal letter must be sent to:

The procedures do not deny the right of the complainant to file formal complaints with other state or federal agencies or to seek private counsel for complaints alleging discrimination.  Conroe has authority for accepting complaints for investigation, but complainants may also file complaints with TxDOT or the Federal Transit Administration within 180 days of the alleged offense.  If you would like to file with TxDOT, please send a written complaint to TxDOT Public Transportation, 3712 Jackson Avenue, Building 6, 5th floor, Austin, Texas 78731.  If you would like to file with FTA, please send a written complaint to FTA Region VI, 819 Taylor Street, Room 8A36, Fort Worth, TX 76102.

Title VI Notice

The City of Conroe (Conroe) hereby gives public notice that it is the City’s policy to assure full compliance with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and related statutes and regulations in all programs and activities.  Title VI requires that no person in the United States of America shall, on the grounds of race, color, or national origin, be excluded from the participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving federal financial assistance.

For more information on Conroe’s civil rights program, individuals may obtain the Title VI plan by phone (936) 522-3526, by mail, by email: transit@cityofconroe.org, or by visiting Conroe Connection Transit administrative office at 505 W. Davis St, Conroe, Texas 77301.

Any person who believes they have been aggrieved by an unlawful discriminatory practice under Title VI has a right to file a formal complaint with the City.  Any such complaint must be in writing or by phone and filed with the City’s Title VI Coordinator within one hundred-eighty (180) days following the date of the alleged discriminatory occurrence.  Title VI Discrimination Complaint Forms may be obtained from this office at no cost to the complainant by calling (936) 522-3526.

If you would like to file with Federal Transit Administration (FTA) Regional Office, please send a written complaint to FTA Region VI, 819 Taylor Street, Room 8A36, Fort Worth, TX 76102.  A complainant may also file a complaint directly with the FTA by filing a complaint with the Office of Civil Rights, Attention: Title VI Program Coordinator, East Building, 5th Floor-TCR, 1200 New Jersey Ave., SE, Washington, DC 20590.

Por medio de la presente, la Ciudad de Conroe le notifica al público su política de garantizar el pleno cumplimiento del Título VI del Acta de Derechos Civiles de 1964, la Ley de Restauración de los Derechos Civiles de 1987, y los estatutos y reglamentos relacionados a tales leyes, en todos los programas y actividades de la Ciudad. Complaints or compliments can be filed to the ADA Coordinator in person at 505 West Davis Street, Conroe, Texas 77301, in writing to P.O. Box 3066, Conroe, TX 77305, by email at transit@cityofconroe.org, or by calling (936) 522-3526, 8:00 a.m. to 5:00 p.m., Monday through Friday. The complainant also has the right the formally file a complaint through the following process. The Title VI Coordinator will make every effort to pursue a resolution of the complaint. Initial interviews with the complainant and the respondent will request information regarding specifically requested relief and settlement opportunities.
