Mayor & Council
The Mayor presides over the council and votes only in the case of a tie. The Mayor serves as the head of the city government for civil processes, ceremonial functions and military purposes should the need arise. In times of public danger or emergency, he takes command of the police and maintains law and order. The Mayor is responsible for submitting the city's budget to the council each year and for making appointments to various boards and commissions established by the council. The mayor also appoints several of the key staff positions for the city, subject to approval of council.

Mayor Toby Powell [Term expires 5/2020]
Toby Powell is a graduate of Conroe High School, ’59 and attended Sam Houston State University.
Mayor Powell has been a builder/developer for 50 + years. He has been married to Vanessa Powell for 20 years. Together they have 4 sons, a daughter and many grandchildren.
Toby has served on City Council in 1977 & 1978 and again in 2008 - 2012. He has served as Mayor Pro-Tem from 2010 – 2012. He has been a Director on the Conroe Industrial Development Corporation from 2008 – Present. He also served as a Director on the Houston Galveston Area Council from 2008 – 2010. He is a member of Mims Baptist Church and is a Lifetime member of the Montgomery County Fair Association. He has also served for four years as Director and Vice Chairman of the Lone Star Family Health Clinic. Toby is very active with the (Downtown) performing arts, such as the Annual Christmas event and many other organizations.
