The City of Conroe operates under a home-rule charter that was adopted by the citizens of Conroe in 1965. The charter provides for the election of a city council consisting of a mayor and five council members. The council is charged in the charter to "enact local legislation, adopt budgets, determine policies and execute the laws and administer the government of the City." The Mayor and Council members are elected at-large to serve four-year terms. The terms are staggered so that one half of the council is up for election every two years. The elections are held in May during even numbered years. The charter contains a provision that generally limits a person from serving more than eight consecutive years as a councilmember or eight consecutive years as the mayor. City Council meetings are held on the second and fourth Thursdays of each month. *The first meeting is held at 6:00 pm and the second meeting is held at 9:30 am in the City Council Chambers of City Hall located at 300 West Davis. *Please Note: The first meeting in May will be at 9:30 a.m. and the second meeting will be at 6:00 p.m. Mayor The Mayor presides over the council and votes only in the case of a tie. The Mayor serves as the head of the city government for civil processes, ceremonial functions and military purposes should the need arise. In times of public danger or emergency, he takes command of the police and maintains law and order. The Mayor is responsible for submitting the city's budget to the council each year and for making appointments to various boards and commissions established by the council. City Secretary Marla J. PorterMarla Porter has been City Secretary of Conroe since March 1986. She previously worked as a deputy to the City Secretary before her appointment to this office. The City Secretary is an officer of the City appointed by, and reporting directly to, the Mayor and City Council. State law and the City Charter statutorily require the position of City Secretary. The City Secretary, by ordinance, is also designated as the Records Management Officer and Public Information Officer for Conroe. As City Secretary, Marla is dedicated to upholding the ethics of the City Secretary's Office by providing the professional link between the citizens and the local governing body. She provides direction during municipal elections and records the actions of the Council with impartiality and neutrality. Marla has been a Texas Registered Municipal Clerk through the University of North Texas since January 1989. During this time she has recognized the value of networking with other agencies in order to provide the best possible service to the City. She holds memberships in the Texas Municipal Clerks Association, the Salt Grass Chapter of TMCA, serving in all offices including President from 2004 to 2005, and the International Institute of Municipal Clerks. Webb K. Melder is a graduate of Montgomery High School, '67, and Sam Houston State University, ‘ 71, with a BBA Degree, and a member of ATO Fraternity. Mayor Melder has been in the real estate/construction business for over 34 years. He has been married to Beverley L. Guinn for 35 years and they have two children, son, Tracy L. Melder, and daughter, Courtney L. Melder Edmiston.
