ASSISTANT PUBLIC WORKS DIRECTOR
SALARY: (Gr. 86) $ Negotiable

JOB SUMMARY AND PRINCIPAL DUTIES:
This position provides professional supervision and leadership in connection with the daily operations of the Public Works Department. This position provides management of the department in the absence of the Director. Responsibilities include supervise and manages daily maintenance and construction projects, directs and supervises employees in daily and long-range objective of the department, day to day management of the Sanitary Sewer Overflow Project, provide technical engineering advise on all types of Public Works projects and other duties as assigned. The Assistant Director must be extremely knowledgeable in all types of Public Works projects including but not limited to street maintenance and design, drainage, water, sewer operations and maintenance.
KNOWLEDGE, SKILLS AND ABILITIES:

Must have leadership and management qualities with the ability to supervise and lead other employees.

Must be able to evaluate projects and make on-site design changes when needed.

Must be capable and shall perform the design of all types of public works projects with a high level of expertise in water facilities, sewer facilities, roadways, and drainage.

Must be highly knowledgeable with the latest construction activities, materials and methods.

Must be highly knowledgeable with the latest sanitary sewer rehab and repair methods.

Must be able to evaluate projects and prepare studies and estimates based on site-specific conditions and economic alternatives.

Must be knowledgeable in the discipline of hydraulics, hydrology, geometric design, transportation, structural steel and concrete.

Must be knowledgeable with current laws and regulations in regards to engineering projects.

Must be familiar with T.C.E.Q. Rules and Regulations, Steel Construction Manual, Building Code Requirements for Reinforced Concrete, AASHTO Design Standards, TX DOT Operations, Design & Procedures Manual.

Must be able to organize, plan and schedule department's objectives.

Must be knowledgeable in basic computer programs.
EDUCATION, EXPERIENCE AND CERTIFICATIONS:
REQUIRED:
-
Bachelor of Science Degree in Civil Engineering from an accredited four-year college or university.

Registration as a Professional Civil Engineer in the State of Texas.

Five years experience working with or in Public Works projects.

Candidates must have a minimum of five years experience as a Civil Engineer.

Considerable knowledge and experience of modern methods and techniques used in the design and rehabilitation in construction and inspection of Public Works projects and facilities.

Considerable knowledge of laws and regulatory codes applicable to design, construction and rehabilitation of Public Works projects.

Ability to design and supervise the construction inspection of complex Public Works projects.

Ability to communicate effectively orally and in writing. Ability to conduct effective presentations to various groups, supervisors and subordinates.

Experience and the ability to plan, direct and supervise the work of subordinate professionals and technical staff.

Knowledge in land and construction surveying methods.
-
Ability to establish and maintain effective working relationships with others.
