The Capital Projects Division functions as the City's design engineering agency.  They perform a variety of Civil Engineering, Surveying and technical work to ensure that public infrastructure, including Water Supply System, Sewer Collection System, Drainage, and Transportation Projects meet the needs and improve the quality of life for Conroe's citizens.

Capital Projects was established in 1994 to design and construct major improvements and additions to the city's infrastructure.  In 2008 this department was reorganized as a Division of Community Development to help better manage city resources.  Specifically, the design efforts of Capital Projects have led to increased capacity in the water and sewer systems, better management of storm water run-off, and saved the city countless consulting expenses.

Most infrastrucure improvements are designed "in house" and constructed either by a division of the Public Works Department or by private contractors. The Capital Projects staff also provides professional project management to ensure  construction adheres to the design specifications.
