Rates The City of Conroe water and sewer system is set up as a self-supporting utility. In other words, all of the money received from water and sewer bills is used to pay the operating costs for the system. Water and sewer payments are not used for any other service the city provides. Your water and sewer bills are based on the amount of water you use. Every customer has a water meter that separates the city's water system from his/her private plumbing system. Once the water passes through the meter, the customer has purchased it and it no longer belongs to the city. The meter division collects the meter readings from a mobile drive-by system that receives an electronic signal from the meter antenna which records the reading into the meter reading software. This determines the amount of water that has been used and the amount that needs to be billed. Beginning on October 1, 2011, the following rate structures will go into effect. In addition to the Conservation Water Rates, The City will implement a Surface Water fee to help transition to a future surface water conversion. This additional charge will be assessed at $1.05 per 1,000 gallons of water consumed for residential, sprinkler and non-residential customers. This is a pass through fee from the San Jacinto River Authority. The Lone Star Ground Water Conservation District's fee will remain at $0.06 per $1,000 gallons consumed for residential, sprinkler and non-residential customers. This is a pass through fee from the Lone Star Groundwater Conservation District. The base monthly charge for residential, sprinkler and non-residential customers will be charged by meter size. If you use 3,000 gallons or less in a month, this is the total amount that will be charged for water. Sewer charges are also based on the amount of water you use. The base monthly charge for sewer service is $19.27. If you use 3,000 gallons of water or less in a month, this is the total amount you will be charged for sewer service. Each additional one thousand gallons is charged at $2.35. Sewer charges for residential customers is capped at $35.72 (10,000 gallons of water used). These rates apply to customers inside the city limits. For city sewer customers that are outside of the city limits, multiply these rates by two to determine your charges.
