Proposed Agreement - Wedgewood Golf Course

The City of Conroe is pleased to announce a proposed agreement with Plains Capital Bank providing for the donation of portions of the defunct Wedgewood Golf Course to the City of Conroe.  The donation will include most of holes 4, 5, 6, 16 and 17 which form a circular belt through the heart of the Wedgewood neighborhood.  The property will be maintained by the City as an open space and greenbelt and will be accessible to the general public for walking, jogging and other similar open space and recreational uses. 

Negotiations over the agreement began after the bank first approached the City about the sale of the property and the City objective was to protect property values of the surrounding homes and help preserve the general character of the neighborhood.  

City representatives in the negotiation were City Administrator Paul Virgadamo who resides in the Wedgewood neighborhood and City Attorney Marcus Winberry who resides in the Highland Hollow neighborhood which is adjacent to a portion of the old course.  The negotiations which have occurred over a period of approximately 2 years included periodic consultation with representatives of the home owners associations in the Wedgewood neighborhood. 

In addition to the main donation the proposed agreement provides for strip donations or tree buffers to protect other portions of the Wedgewood neighborhood not adjacent to the donated holes.  In exchange for the donation the bank receives transferrable development rights that include limited relief from the City tree ordinance and the right to include the remaining lands within a municipal utility district if the property is developed for compatible single family use. 

The proposed agreement was presented to the public at the City Council workshop on August 8 and a video of the presentation is available on the City of Conroe website at A copy of the draft agreement will be placed on the City’s website along with a map of the proposed donation territory.  Comments on the draft may be directed to the City at .   

The Agreement is expected to be considered for adoption at the City Council meeting on September 13, 2018.
